There's a very strange person(?) wandering the festival grounds. They're wearing far too many layers to feasibly be comfortable on a tropical island like Alola - robes, veils, a cloak...but half of the fabric is almost translucent and see-through, and the person themselves looks almost like ice, or stardust.
The fact that there's a few Minior (out of their shells?!?!) around them doesn't help the impression either. Clearly, this person(?) isn't human. Probably.
They're wandering around the stalls quite leisurely, though, quizzing all the locals about customs and the reasons behind such ceremony, intently noting them down on a notepad. Coming close to them only gets you barraged with similar questions.
"Isn't this place fascinating? So much rich history, all preserved in tradition...it's a delight to see such things still observed today, is it not?"
